Japan’s Crypto Regulatory Overhaul: FSA’s New Framework and Its Potential Impact on On-Chain Demand

Japan’s Financial Services Agency (FSA) has completed its 2025 Working Group on crypto-asset reform, outlining a major redesign of the country’s regulatory framework. The new direction reflects a clear shift toward investor protection, recognizing that crypto assets have become mainstream investment products while fraud, unregistered platforms, and information gaps continue to grow. The core of the reform is the transition of crypto regulation from the Payment Services Act to the Financial Instruments and Exchange Act. This shift enables stronger investor-protection tools: standardized disclosures, unfair-trading rules, issuer-risk explanations, technical and security transparency, and stricter oversight of business conduct. The FSA also plans to intensify actions against unregistered overseas services, explore a new regulatory category for DEXs, and require exchanges to accumulate reserve funds to cover potential hacking losses. On the on-chain side, Japan’s footprint remains small. Estimated unique active Bitcoin addresses in Japan are only 20,000–40,000 per day, compared with 450,000–800,000 globally. By address activity alone, Japan looks like a minor contributor to global on-chain demand. However, addresses do not reflect Japan’s true market power. The country holds one of the largest pools of household financial assets in the world. If the new regulatory structure enables broader participation through ETFs, regulated funds, and institutional products, capital inflows could rise sharply. In that scenario, Japan could become a meaningful new source of demand—far larger than its on-chain activity suggests. These reforms mark Japan’s first major step toward rebuilding its crypto market as a transparent, secure, and institution-friendly environment. With increased credibility and easier access for large asset managers, Japan may ultimately exert measurable upward pressure on Bitcoin’s long-term supply-demand dynamics.
